Governor Marcos Manotoc highlights RDC-1 achievements in SORA

Ilocos Norte Governor Matthew J. Marcos Manotoc, as Chairperson of the Regional Development Council 1, delivered the State of the Region Address (SORA) in Bauang, La Union on June 28.


In his address, Governor Marcos Manotoc emphasized Region 1's significant economic and developmental achievements, highlighting the vision of the 2023–2028 Regional Development Plan (RDP) to establish a “REACH Region 1,” focusing on resilience, inclusivity, competitiveness, and health.


“Over the past year, we have faced challenges and seized opportunities, all while remaining committed to progress, resilience, and inclusivity. As we come together today, we are united by our shared goal to reach ever-greater heights, to set our aspirations deeper, and to stand together in true Region 1 spirit,” remarked Governor Marcos Manotoc.


He highlighted the region’s 7.1% economic growth, boosting its GRDP from Php 654.8 billion in 2022 to Php 701.5 billion in 2023. This led to 15,160 families rising out of poverty and reduced the poverty rate from 15.8% to 14.2%, making Region 1 the sixth “least poor” region in the Philippines.


Region 1 completed 25 tourism road projects and seven industrial road networks. Meanwhile, the Luzon Bypass Infrastructure Project aims to boost regional connectivity and economic activities. The agricultural sector likewise thrived, reaching two (2) million metric tons in rice production, alongside notable increases in corn and fishery outputs, supporting local farmers and boosting productivity.


Meanwhile, tourism in Region 1 has flourished, with 3.4 million tourists visits in 2022 to 2023. The recently approved Region 1 Tourism Development Plan 2023-2028 aims to position the region as a premier tourism hub in Northern Philippines.


Moreover, 13 new health centers have been established to provide enhanced medical services. In the education sector, 218 new classrooms have been constructed, and the number of trained teachers has increased, ensuring that students have access to quality education.
